2022 Bylaws and Draft Procedures

Brownwood Freshman League Baseball  Association by Laws

  1.  Each team will be allowed to protect up to 2 players per year, but no team will be allowed to have more than 3 protected players on its roster at the same time.  Players protected the year before that are returning to the same team in the same age division are still protected.  Once a player is protected they still count as protected as long as they are on the same roster.  If a team has 2 protected players returning they can only protect 1 more player.  If for some reason, a team has 3 protected players returning they are not allowed to protect any more players.
  2. Coach must protect his or her son/daughter if they are part of the draft.  Assistant coach the same.
  3. Before protecting a player, the coach must talk with the parent of the player he or she is protecting before the draft.  (Please make sure you talk with both parents)
  4.  If a player wants to leave a team they were on last year, but they are still in the same age division, they must write a letter explaining the issue on the team they were on.  The president of the league has a group of people who do not have kids playing that he takes the letter to and they decide if the reason is warranted to get off the team from last year.  If they do allow the player off the team, the player is put in the HAT draw.  They do not tryout. 
  5. Determining Tie Breakers for 1st and 2nd place within division:
    1. Overall Record
    2. Head to Head
    3. Record within the Division
    4. Record vs Top team in the other Division
  6. We will have a tie breaker if time has expired and the game is still tied.  No games will end tied with the exception of pre-season games.
  7.  Order for Drafting Pick-up players for the top 2 teams in each division:
    1. 1st place gets 1 pick, 2nd place gets 1 pick, then 1 each for total of up  to 3 pick up players
  8.  If a pickup player declines to play for one team, they cannot play for the other team either and are not allowed to be picked up at all.
  9.  Registration:  If a player signs up after the signup deadline, the player will be put on a waiting list.  A late registration fee will apply and will be considered but not guaranteed
  10.  Coaches starting up a new team will protect the coach and assistant coach’s son and then be the first pick of the draft.
  11. Draft begins with coaches declaring their protected players; determining how many players per team and what the parity number is; then new team will begin draft.  If no new team, then the last place team from the previous year will begin the draft.  Draft order is from last place to first place from the previous season records. 
  12.  If a team has more than 8 of the maximum age returning, the last player that age drafted the previous year will be put back in the draft.
  13. Hat picks consist of players that don’t show up to the draft or players whose parents have written a letter and got approval to be put in the hat from the independent committee.

 

 

 

Draft rule/procedures

  1. Each draft eligible player will be given a number.  At the draft we will give them a nametag corresponding to their #.  They will tryout in that order. 
  2. Remember that the maximum number of players the oldest age of your age group are allowed.  8U can only have 8, 8 year olds. 10U 8 10 year olds, etc.
  3. Protected players are not considered draft picks.  The protected players are done before the draft picks start.
  4. If players are brothers living in the same household, they will be on the same team.  If they are both in the draft one pick gets both of them.  If a younger brother moves up to an age group where an older brother is then he will automatically go to the team the older brother is on as a parity pick.
  5. The hat draw will take place after the 3rd round of the draft has been completed.  It will be a round of its own.  There will be pieces of paper put in a hat.  The player’s numbers that will be drawn out of the hat will be placed in there along with blank pieces of paper.  The total pieces of paper in the hat will be the same as the number of team in the league.  Every team will draw out of the hat and will either get a blank piece of paper or piece with the # of the player taken.   Every team will draw out of the hat unless the hat draw will put them over the total number of players that the maximum in that age division per team.  Example, if some teams will have 11 player and some 12, if the team drafting is at parity at 11 they will still draw out of the hat.  If a team is already at 8 players of the maximum age and they draw an older player that pick will be put back in the hat since they cannot have another older player.
  6. Once the hat draw is done. We will resume the draft with the first team in the draft order.
  7. The parity number will be determined before the draft. This is the minimum number of players that each team will have at the minimum.  It rarely works out that every team will have the same number of players. 
  8. Once each team reaches the parity number they will stop drafting players.  They will be skipped in the draft order until the last teams gets up to the parity number.
  9. Once the last team reaches the parity number the next team in the original draft order (not the first team of the draft unless it falls that way) will draft from the remaining pool of players until every player has been taken. 
  10. If an age group has more than 7 teams in that age group TTAB requires the teams be split into divisions.  Divisions will be determined by splitting the 2 teams with the most number of returning players.  After that, the next 2 teams with the most returning players will be matched up and a coin will be flipped.  Whoever wins the flip chooses which division they want to be in.  The other will go to the other division.  The next 2 teams with the most returning players will be matched up and coin flipped.  The winner of the coin flip chooses which division they go to and the other one will go opposite.  This will continue until all teams are in a division.  If there is an odd number the last team will choose which division they join. 

 2020 Protected Players do not have to attend the tryout/draft.
